I was actually pleasantly surprised to see that they even had heralds. I’m under the impression they, or at least some of them, were appointed just for the occasion.

all were appointed for the occasion, there are no permanent heralds or kings of arms in the Netherlands. The chairman of the High council of nobility is just that the chairman.

Interestingly enough, the King of Arms at the inauguration of King Willem-Alexander, Andre Kuipers is an astronaut and physician, he was also the second Dutch citizen in space and has served on the International Space Station.
